In March of this year, the Tenant Participation Advisory Service (TPAS) were commissioned to carry-out a ‘health check’ of the tenant scrutiny function and to produce an improvement plan. The review identified some strength e.g. ERSC is led by tenants and recruitment is open, inclusive and tenant led.
The improvement plan uses a traffic light system of red, amber, green in terms of whether various activities meet their ‘good practice’. In terms of the 82 areas that their judgments are based upon, 11% Green, 21% Amber and 68% Red. A number of the red and amber actions are linked to developing an improved and robust Terms of Reference (ToR).
The areas identified for improvement are categorised into five areas in order to help scrutiny prioritise and manage the tasks. The areas and priorities are:
1. Recruitment and training
2. Terms or reference
3. Development of a full resident involvement structure
4. Scrutiny activities
5. Scrutiny projects
6. Communication – a range of methods to engage with all stakeholders
